“The Japanese-German Agreement, as has been enunciated, simply provides for a special type of cooperation between the two countries against the Communist International; as such it is not directed toward any particular country. This true nature of the Pact, howerver, has not been comprehended by all, and has been subjected to many unfair criticisms.”
