Following up on Lt. Kurt Steiner's to examine ARITA's radio speech of 29 June 1940, Sutton indicates that "OTT was correct in his statement that the speech . . . was changed and the radio address actually delivered by him on 29 June 1940 eliminated entirely all references to the close relationship between Japan, Gemrany and Italy and the likelihood that they would advance hand-in-hand which were carried in the advance notice of the speech published on 27 June 1940." Further explanation discusses the actions of the Army.
