IPS DOC 820 -- continued ITEM 4. Cabinet Decision on 24 Dec 1937, Outline of Policy Towards the China Incident. TRANSLATION! No. ANALYSIS;In case the Nanking Government (National government) should continue its resistance, the North China puppet regime (note! established 14 Dec 1937 in Peiping) should be made to lead whole China. In order to avoid the international complications, the foreign concessions in China should not be touched. A National Policy Corpo¬ration should be established in north China for the pur¬pose of economic exploitation. Dispatches sent to various consuls in China. SIGNIFICANCE: 1.Premeditated plan of puppet regimes in China. 2.Further evidence of economic aggression, in connection with the preceeding document, Item 2. 3.Cabinet decision which implicates HIROTA, Foreign Minister KAYA, Finance Minister, KIDO, Minister of Education, and also UMEZU, Vice Minister of War. SUGGESTIONS: 1. Document should be processed to be used against either one of the above-named accused. 2. Information can be used in connection with cross-examina- tion of China Phase.
