INTERNATIONAL PROSECUTION SECTION DOCUMENT DIVISION 16 December 1946 Document Memorandum No. 4 TO: ALL CONCERNED SUBJECT: Processing of Defense Documents in IPS. 1.An arrangement in general terms has been made with the Defense Panel whereby some translation and processing facilities of IPS will be made available for the preparation of Defense documents. Since the Defense Panel has its own translation and processing organization, this arrangement does not involved any assumption of final responsibility by IPS for getting Defense documents into court. Instead, we will merely supplement the Defense organization by making available those IPS facilities not needed for IPS work. 2.It has likewise been agreed that Defense will use its own facilities to process documents of immediate priority. In brief, it is contemplated that we will work only on Defense documents scheduled for later use, and that we will not be subjected to the pressure of twenty-four hour deadlines, etc. This, however, does not relieve us from the obligation of performing Defense work as expeditiously as possible.
