As far as one may judge from the contents of the notebook, the latter has been compiled by a person who occasionally happened to meet with the members of the Japanese Government and maintained relationship with some of them. The names of the following statesmen of Japan, Italy and Germany are mentioned in the notebook: OSHIMA, OTT, KASAKHARA (?), UGAKI, SHIRATORI, KONOE, TOJO, ARISUE, MUSSOLINI, ITAGAKI, HIRANUMA, ABE, STAHMER.
