MEMORANDUM
TO: Solis Horwitz
FROM: Eugene D. Williams
It is requested that during my absence on TDY in the States you attend to the following matters:
1.Please see that I have sent at frequent intervals by mail two copies of the summary of the record. It should be addressed to me at 3939 South San Gabriel Boulevard, San Gabriel, California.
2.Prepare summations of the Russian and U.S.-British phases of the case and mail to me at the above address at your earliest convenience.
3.If convenient, prepare memos on:
(a)Individual responsibility of members present at various official meetings, such as Cabinet, Imperial conferences, etc., as indicated by your analysis of their powers and responsibilities under the constitution and laws of Japan.
(b)The power of Cabinet officers to force or block action or policy by resignation or threats of resignation.
(c)The special power of War or Navy Ministers and or army or navy blocs to force or block action by resignation or threats of resignation from the Cabinet.
4.Supervise (with Frank Tavenner) details of trial procedures and the authorization of the processing of documents.
5.Take personal charge of representation of the IPS at all Chambers hearings.
