OUTLINE of National Policy, dated 21 Jan 1938 TRANSLATION: No. ANALYSIS:It begins with a communication from KONOYE, then Prime Minister, to HIROTA, then Foreign Minister, which enclosed a copy of the Outline of National Policy. The outline stressed the following points: 1.Consolidation of Japan, Manchukuo and China 2.Realization of policy towards Manchukuo and China, with economic expansion to the South. 3.National mobilization and strengthening of military supplies. 4. Development of important industries, including that of North China. 6. Guiding the thought of the people... 8.National control of price, finance, enterprise, trade, power, communication, labor, etc. 9.Complete extinction of communists and other groups not in line with the national structure. ...... SIGNIFICANCE: 1.Point above, is particularly important with regard to the economic aggression of China. 2.Totalitarian tendency was given its formal sanction. SUGGESTIONS: 1. If it cannot be used otherwise, it should at least be introduced during rebuttal.
