Of aggression, declared or undeclared, or in violation of treaties, agreements and assurances, or those who conspired or planned to do any of the foregoing, are being brought in a lawful and orderly and just manner before a competent bar of justice to stand trial on the charges made, to be found guilty or innocent, and those found guilty to be punished by this Court in a manner fully justified by law and by morals and by justice.
