For the Secretary of Stat* personally* "After my arrival here I found such Japanese already known to me as OSHIMAT ffilRATOHI, TERAUCHI. ISHI, etc. in an unchanged friendly attitude and ready for every support. I have the following impression of the political situation: at present domestic political difficulties mainly occupy all groups and parties.
"In foreign politics the government is trying not to be led into the European confederation. Friendly attitude towards England and America. Before the military actions in Europe have any effectj no important decisions are to be expected.
"The influence of the Army, greatly weakened since the last summer session, is already growing again. Further increase may be counted on. Well known pro-German officials of the Foreign Ministry and corresponding officers of the General Staff and the War Ministry have, for several ifloaths, been systematically transferred to foreign posts, i.e., China. A cancellation of this measure is being pursued here with all means.
