"I have the honour to acknowledge the receipt of your Excellency's communication of today concern¬ing the secret attached agreement to the Agreement against the Communist International, In which I was informed of the following:
"'I have the honour to inform your Excellency, on the occasion of the signing today of the secret attached agreement to the Agreement against the Communist International, that the Japanese Government and the German Government are fully agreed on the following pointt
"'The "political treaties" designated in Article II of the above secret attached agreement include neither fishery treaties nor treaties concerning concessions, nor treaties concerning border questions between Japan, Manchukuo and the Union of Soviet Socialist Republics and the like, which may be con¬cluded between Japan and the Union of Soviet Socialist Republics.'
"I have the honour to inform your Excellency of the assent of the German Government to the above interpretation*
