"Mr. Ambassador| "I have the honour to inform your Excellency, on the occasion of the signing today of the secret attached agreement to the Agreement against the Communistic International, that the German Government does not regard the provisions of the existing political treaties between the German Reich and the Union of Soviet Socialist Republics — such as the RAPALLO Treaty of 1922 and the Neutrality Treaty of 1926f in so far as they have not become null and void under the conditions existing at the time of the coming into effect of this Agreement — as being in contradiction to the spirit of this Agreement and the obligations arising from it.
