A joined economic commission consisting of Japan and NEI members of some other appropriate organ will be caused to be established so that Japan may participate in the formulation and execution of the NEI economic policies both internal and external, and to guide and strengthen the economic cooperation with Japan. The above organ is to be consulted on matters of trade, finance, taxation, and tariff; economic agreement with the third Powers, enterprises, transportation and communications. For the present, Japanese importers now in the NEI will be appointed to the advisory commission of the Ministry of Economic Affairs. 12. In view of the anti-Japanese propaganda appearing in the newspapers and other publications of the NEI, Japan will demand that thorough control be exercised over these, and that Japanese nationals be guaranteed freedom to publish newspapers. 13. We will demand rigid control by the NEI authorities over the pro-Chiang and anti-Japanese attitude of Chinese residents; at the same time, in view of their economic position, we will seek to utilize Chinese organization and capital from a broader standpoint. 14. For the sake of Japan’s economic expansion, the influential natives will be invited to visit this country, and other measures will be taken in order to foster knowledge and understanding regarding the true aspects of Japan. 15.
