SUBJECT: ITAGAKI
In accordance with your request, I looked into the aspect of the conclusion of the cultural treaty between Germany and Japan. On page 14 of the Chronological Summary of Evidence I submitted on Itagaki, you will find the following:
22 November 1938 – Minutes of the Privy Council Meeting regarding the conclusion of a cultural treaty between Germany and Japan. The belief was expressed in the minutes that “this cultural intercourse has a tendency to contribute valuable service to achieve the general aims of diplomacy” (Exhibit 589, Record pp. 6573, 6575.)
Beyond the significance that the cultural intercourse would have a tendency to contribute valuable service to achieve the general aims of diplomacy there is nothing of value, in the whole exhibit which contains the minutes of the Privy Council Conference on the conclusion of the treaty for cultural cooperation between Japan and Germany, beyond that stated in the Chronological Summary.
