Deale was already on a spot promotion to Lt. when he was sent to Tokyo, and that his spot promotion was continued in his present assignemtn at IPS by order dated 15 March 1946. Since he is already on spot promotion, Navy BURPERS disapproves the recommendation for a second spot promotion to the grade of Lt. Commander on 22 May 1946. This office has a list of 23 requesting copy each for Tribunal and IPS respectively. Some duplication appears on list of QMC and this office.
