(4)The German side welcomes the concentration of authority in the hands of OSHIMA. The commissions and sub-commissions should work out only the directives for cooperation during and after the war, while the execution of these directives should be left to the competent agencies of the three governments. The agreement should be concluded by the Delegation "Wohltat".
(5)The negotiations in Tokyo should aim at establishing regulations effective even in war time and directed at the needs of the common war.
(6)Wiehl asks for a report stating the position of the Japanese Government to the method mentioned in paragraphs 3 to 5 above.
