(8) Ambassador TOGO repeatedly advised Germany that Japan was prepared and determined to conduct a prolonged war against China, assured Germany that Japan was taking great interest in working hand in hand with Germany in China's economic development, and asserted that Japan and Germany would soon start talking about cooperation in the New China, which is to be constructed.
