TITLE: FILES OF TELEGRAMS, 1937
ITEM: 8B-7 (in red pencil on original), Instructions sent by Foreign Minister Hirota to Consul Okamoto at Shanghai and Consul Nakamura at Hongkong, Re; Propaganda Work in Crushing the National Government, 8 Feb 1938.
ANALYSIS:
***The Document Analysis &heet is in mistake.
The document revealed that the Foreign Minister HIROTA considered it opportune to prepare bills, phamphlets, radio news to hasten the destruction of the National Government of China. The Consulates were instructed to carry it out with good timing. An outline was also given:
1. To incite the people of Szechwan against the National Government, (Szechwan is the province in the interior where Chungking is)
2.To incite the people of Kwantung Province (where Canton is) against the National Government.
3.To alienate the Central Army and the local units fighting around Hsuchow (which fell in May 1938)
4.To promote anti-communistic movements on all fronts
SIGNIFICANCE:
1.It discloses that the Japanese pretext of anti-communism was nothing but a tool to destruct the National Government of China.
2.It implicates HIROTA very much.
SUGGESTIONS:
1. Naturally this should be used against HIROTA himself.
2. However, consideration should be given to the proposition, whether there will be some opportunity to use this information to refute the defense sub-division II, i.e., communistic influence in China.
