"(c) In order to facilitate the cooperation mentioned in (a) above between the competent authorities of the Two High Contracting States, a permanent commission shall be established. The commission shall study and dis¬cuss further measures necessary to prevent the destruc¬tive activities of the Communist-Internationale.
