Farrell requests Plotkin to contact Keenan when he arrives in Tokyo. He includes three letters of introduction. Farrell then relates the events that happened when, in Canton, he "captured a radio station that was being used by the Bureau Ehrhardt, otherwise known as the German High Command's intelligence agency, Abwehr One." Mentions signed confessions he obtained from all involved. He also possesses evidence of German - Japanese agreement on smuggling wolfram (the chemical agent tungsten) out of China. He concludes by asking Plotkin to present this matter to Keenan.
