"Decision made by the Conference of the Prime Minister and the Minister of War, the Navy and Foreign Affairs, September 4, 1940. Strengthening of the Japan-Germany-Italy Axis." As reasoning, this statement states "The trends towards the strengthening of collaboration among Japan, Germany and Italy have lately become very pronounced, and it is believed that now the time is ripe for speedy initiation of conversations among the three countries on this mater. It is accordingly proposed to commence negotiations, in accordance with the under-mentioned Basic Principles, with Germany, to start with." This agreement promotes cooperation "by all possible means in the establishment of a New Order in Europe and Asia.
