Outlines what has been happening since Colonel Carpenter and G-2 recommended that the class A suspects held at Sugamo Prison be released under house arrest. States that Col. Carpenter was called to Manila and nothing then happened until Col. Sackton asked Tavenner what he thought about the house arrest proposal. The matter had been brought to the attention of General MacArthur and needed action but had been held up in the Legal Section. Willis believes that the Legal Section will recommend they be released conditionally from prison. An observer from the Civil Liberty Union will be arriving in Tokyo and it was hoped the prisoner matter could be handled before then. In other matters, the trial was moving ahead nicely with the Manchurian Phase still underway. Concludes that he hopes Keenan will not travel to Tokyo before he is completely recovered from his illness.
