Sutton requests that Fixel "make an investigation and brief report" regarding evidence introduced by the Prosecution on the Japanese blockade of Chinese ports, the differences between a pacific blockade and a war time blockade, the legality of laying mines in light of the Hague Convention, and charges regarding the Japanese blockades found in the indictment and appendices. Also requests that the report include suggestions for cross-examination for YAMAMOTO and ENOMOTO.
