Handwritten memorandum from Carr to Tavenner. Explains the events that happened when Mr. HAYASHI visited Carr's office, including an explanation of "the green backed book [that] is a printed record of the documents received by the Japanese Foreign Office between September 1930 and the end of the calendar year 1936. Also discusses the Index of Existing Records of the Foreign Office (Showa Era) that was compiled in 1947. Goes into detail about what the indexes say about the status of documents.
