Mahoney references "an informal conversation on 3 Febraury among representatives of IPS and members of Defense Legal Staff (Mr. Tavenner, Mr. Sandusky, Lt. Steiner, Mr. Yamaoka, and Mr. Logan.)" Discusses the logistics and problems of having Defense documents processed by the IPS. Specifically states "Understandably this Section does not want to be put in the position of having to set up a security system for the handling of Defense documents. The more sensible approach would seem to be for defense not to channel to IPS any document that should not come to IPS' attention in advance of normal distribution time." Further relates the conclusions of the conversation and seeks accord on a proper procedure. Page two of the document appears to belong to another memorandum regarding "Additional Scanning of IPS Documents" by W. H. Wagner.
