Sutton describes the reasons that he declines the "request that IPS Doc. No. 3023, the Declaration to the IMTFE Trying Major Japanese War Criminals from Marshal Choibolsan be processed for introduction in evidence." Marshal Choibolsan was the Prime Minister of the Mongolian People's Republic and the document in question was dated 12 December 1946.
