Tavenner informs Keenan that up until the present time, the Rebuttal Committee has taken the position that "Japanese witnesses should not be used except in the extremely important situations and then only with the approval of the Chief of Counsel." Tavenner requests that Keenan review Captain Robinson's data so that the Committee can discuss with him his thoughts on how to handle a situation that requires the use of two witnesses in rebuttal.
