To the Summation Committee. Nolan alerts the summation committee to two concepts from the MATSUI Defense Summation. He then writes "The above mentioned excerpts do not require a specific reply but, in considering the general question of evasion of responsibility, the Committee may wish to refer to the fact that this attempt to evade is not confined to accused holding government or political offices but is also to be found in the cases of accused holding military appointments.
