Vasiliev sends to Tavenner points that the Soviet Prosecution would like to be included in the Prosecution's reply regarding problems of law. Vasiliev expresses his belief that the Prosecution should "get back to the basic issues relating to determining the activity of the major Japanese war-criminals as conspirators" and they should therefore focus on the question of criminal conspiracy in the Prosecution's final reply. Vasiliev then gives in-depth descriptions on how and why the following points should be included in the Prosecution's Reply: "The Basic Stages of the Development of the Conspiracy of the Japanese Imperialistic Clique. Gaining Control Over the Governmental Machinery and Methods Employed by the Conspirators to Exercise Influence over the Entire Course of Governmental Policy;"; "Conspiracy as a pivotal issue of this case;" "Conspiracy and Co-participation;" "Planning of a War of Aggression as a stage of Conspiracy;" "The Substantiation of the Principle of Responsibility for the Conspiracy of Aggression;" The Uniform Character of Japanese aggression as a reflection of a uniform character of a criminal design;" "The character of "struggle" among different groups of the conspirators."
