Born in 1900 in Minnesota. Special Assistant to the Chief Counsel (Keenan); member of the International Prosecution Section (IPS). Earned his Ph.D and LL.B from Yale University and a J.S.D. from Northwestern University. Helped to prosecute the Al Capone gang in Illinois. Special Assistant to the Attorney General of the United States from 1933-1935. Helped draft the Philippine Constitution in 1934. Founder of the International School of Law in 1972 that later merged with George Mason University to become its law school. He served as Dean of the George Mason University law school.
