Born in 1910; died in 1997. Secretary, Privy Council, Japanese Government. Prior to the war, he was a judge-administrator in the Administrative Court and an official in the interior ministry. After the war, he became the director of the newly created legislative bureau. At the age of 70 (in 1988) he was appointed Justice Minister. |
