3. In case there is no prospect by the early part of October of pushing through Japanese claims by diplomatic means as mentioned in the preceding paragraph, Japan will forthwith decide upon war against America (Britain and the Netherlands).
As regards the measures relating to matters other than the Southern region, they will be carried forward according to the national policy as has already been decided upon. Special efforts will be exerted to prevent American and the Soviet Union forming a united front against Japan.
