You are directed to proceed to Shanghai, China, and such other places in the Republic of China as may be necessary for the purpose of securing documentary and other evid3ence relating to the waging of aggressive warfare by the Imperial Japanese Government against Chinese Nationals from September 18, 1931, to the date of surrender.
Method of travel to be requested: Aircraft when possible. Most convenient and quickest method of travel when aircraft not available.
Upon completion of this assignment, you are to return to Tokyo.
