MEMORANDUM
TO: Mr. TavennerMr. McKinney

Mr. FihellyCapt. Robinson

RE: Circulation of information
Under the direction of Mr. Keenan, Mr. Frank S. Tavenner, Jr. will have over-all charge of the preparation of the cases against individual defendants, both as it relates to the presentation fo additional evidence at the close of the prosecution case and in preparation for cross-examination of defendants. Therefore, any and all problems in connection with that matter should be taken up with him promptly and directly.
It has, however, been properly suggested that all attorneys working in respect of the cases against individual defendants should cooperate in exchanging information. General Vasiliev, who has charge of the cases against Shigemitsu and Umezu, has asked that all material in the hands of any attorneys relating to Shigemitsu or Umezu should be brought to his attention. He also has expressed a desire to cooperate by giving to the various lawyers information in respect of their individual defendants.
I earnestly request that this procedure be followed and that it be done promptly and without formality.
It is also suggested that each attorney confer with Mr. Tavenner at a very early date.
