Notation next to subject line states: "Not much an informant from what Kido has said." Dr. Tsuru was married to the niece of Marquis Kido. In the attached memo, he attempts to give a sense of who the Japanese people hold "responsible for planning and starting the wars of aggression of 1931 - 1941." Makes comparisons with the Nazi's in Germany.
