Letter to Keenan requesting "a stern judgment" "from Tojo down." States that Kiyose is "one of the old politicians, a supporter of aggressive warfare." Also includes a newspaper clipping of an article "M'Arthur Puts 3 Items Before May 29 Council: Government Property, Rural Land Reform, Labor, Put on Agenda by SCAP" from the Stars & Stripes, May 25, 1946, and the original Japanese letter.
