Memorandum to the Personnel of the Border Patrol that outlines the "procedure to be followed in cases where detainees seek permission to leave the [Greenbrier] hotel temporarily for medical treatment." The Greenbrier Hotel is located in White Sulphur Springs, West Virginia. During World War II, the U. S. State Department and FBI held foreign diplomats and their families while negotiations proceeded with the Axis powers for their exchange. The facility also served as a war hospital.
