Charge Jap Officer with Killing of Wisconsin GI Tokyo, Japan, March 12 (AP) – Uichi Ikegami, former Japanese first lieutenant, was charged today with torturing and killing Elbert Knox, Cuba City, Wis., at a Sasebo prison camp. Specifications were filed by Col. Alva C. Carpenter, chief of allied headquarters’ legal section. They charge that Knox was beaten and confined in a guardhouse without sufficient food, water, or clothing.
