Nomura to Tell His Story of Pre-War Negotiations TOKYO, Feb. 3 (AP) – Adm. Kichisaburo Nomura, ambassador to the United States at the time of Pearl Harbor, said today he will soon make public his version of the pre-war American-Japanese negotiations. Nomura said his version is being compiled from his diaries and is confined to matters with which he dealt directly, avoiding personal opinions or criticisms.
