Secret Telegram in Cipher. In the first telegram, from Woermann , discusses the series of events that occurred just after "present conclusion of a non-aggression pact." At a midnight meeting, OSHIMA presented his objections to the current normalization of relations between Germany and the Soviet Union in light of the possible adverse effects this would have on relations between Japan and the Soviet Union. Woermann reaffirmed Germany's commitment to Japan. In the second telegram, Ott discusses his conversations with SHIRATORI regarding a possible non-aggression pact between Japan-Russia that could lead to active cooperation between Germany-Japan-Russia-Italy.
