End comment states: "The first document above summarized is objectionable since it is Grew's personal opinions and conclusions and not a report of factual observations which could justify the subsequent action on the accused. The Octoer 8th memorandum by Grew is less objectionable although it still called for his opinions on the U.S. proposal. Dooman's memorandums also contain conclusions as to the reaction of the Cabinet and Japanese officials. Such statements there are not proper proof at t his phase, although similar conversations in Washington were admitted wihtout objection a few days ago."
