Sandusky submits "the summary of salient points, both negative and positive" from the interrogation of HIROTA, Koki. Topics include HIROTA's selection as Prime Minister; cabinet members, army leaders and alleged members of nationalistic societies; the "HIROTA Doctrine" or "Three Principles" for the China Affair; HIROTA's responsibility for getting the Emperor to say "regrettable occurrence or incident" when referring to the February 26 incident; Kwantung Army power in Manchoukuo; manufacture of narcotics at Harbin; Manchurian incident; Japan's foreign policy; Anti-Comintern Pact; plans and excuses for war; Pearl Harbor attack; Brussels Conference of November 1937; Tri-Partite Pact. Sandusky concludes that "no great amount of evidentiary material has been developed" in HIROTA's interrogation and that he "is not aware of other evidentiary material that could successfully refute his claim that he was not a co-conspirator with the Army groups in the initial planning of expansion by force of arms."
