Morgan recounts to Ladd a conversation he had with Kunichi Sasaki, a confidential informant, regarding the actions of Major Hosue Isikawa, assistant Military Attache of the Japanese Embassy in Washington, D.C. Isikawa had requested that officials at the Japanese embassy not talk to the Germans for fear of confidential information being leaked.
