Summary Brief re General SATO (Kenryo) Colonel (July 1938). SATO was appointed Manager of the Liaison Committee on the Asiatic Development Board and Administrative Official of the Manchurian Affairs Board in March 1941. He was appointed Major General in October, 1941. From April 1942 to December 1944, SATO was Chief of the Military Affairs Bureau in the War Ministry. In May, 1942, he was appointed Manager of the Greater East Asia Construction Committee and in November, 1942, a member of the Liaison Committee of the Great East Asia Department. He was promoted in March, 1945, to Lieutenant General and in April, 1945, became a Division Commander. The Military Affairs Bureau under the TOJO Cabinet was the War Minister’s administration staff, controlling administration in occupied countries and took the lead in carrying out plans for the Pacific War. As Chief of this Bureau, SATO directed the handling and administration of prisoners of war and was responsible for atrocities committed. SATO throughout his career has been closely attached to TOJO. He worked for the appointment of TOJO as Premier and in conjunction with MUTO, most ardently advised TOJO to open hostilities in the Pacific. During his military career, he has sought the expansion of Japan by force, the conquest and control of Greater East Asia, and the superiority of the Asiatic race (Japanese) over Occidentals. He was the key figure in the War Ministry other than TOJO himself.
