Three Judges Arrive for War Crime Cases Tokyo (INS) – Judges representing the United States, Canada and the Netherlands at the War Crimes Tribunal have arrived in Tokyo. The judges, who will try major Japanese war criminals, are Bernard Victor A. Roling of the Netherlands, John P. Higgins of the United States and E. Stuart McDougall representing Canada. French, British and Russian representatives to the tribunal were expected as soon as transportation can bring them.
