Major Gen. Myron C. Cramer, former judge advocate general in Washington, has been named to succeed Justice John P. Higgins as the American judge on the War Crimes tribunal, it was announced yesterday. General Cramer is expected to arrive in Tokyo on July 15.
Justice Higgins, who will leave on July 12, resigned his seat recently so that he could resume his duties as chief justice of the Superior Judiciary Court of Massachusetts.
