Keenan (Chief of Counsel) directs Hsiang (Associate Counsel) to travel to Shanghai, China. Hsiang was to procure and authenticate relevant documents showing that Japan pursued aggressive warfare in China from September 18, 1931 onward, especially concerning committed atrocities. Hsiang was to also direct Henry Chiu and David Sutton on how to assist in this pursuit. Hsiang was to stay in China for a week to 10 days, but Chiu and Sutton could stay longer.
