Born in 1904; died in 1966. Commissioner on the United States Securities and Exchange Commission (SEC) from December 29, 1943 until June 5, 1949. Trial commissioner in the United States Court of Claims. Practiced law with Shea, Greenman, Gardner & McConnaughey from 1949 until 1958. Former deputy governor fo the Farm Credit Administration and a special assistant to the Attorney General in the office of the Solicitor General. Graduate of Dartmouth College and Harvard Law School.
