Phelps, in his role as Assistant Chief for the Document Division, advises the IPS legal staff that they should submit their requests for scanning, translation, or interpretation to one of the officers in charge for their section (Lt. Wilds, Lt. Blumhagen, Lt. Goldstein, or LT. Kobayashi) rather than directly submitting to the Japanese nationals as that practice has led to delays for documents that are a priority.
