-2- There is no objection to stating definitely that American and British economic activities will not be restricted as long as they are conducted upon a fair and equitable basis. 2.America and Britain are not to take such action in the Far East as may endanger Japan’s national defense. (a)They are not to establish any military rights and interests in Thailand, Netherlands Indies, China and the Soviet territory in the Far East. (b)They are not to increase their military strength beyond the existing level. Note: In case nullification is demanded of the special relationship between Japan and French Indo-China, as stipulated under the France-Japanese Convention, the said demand should be rejected. 3.America and Britain are to co-operate in Japan’s acquisition of necessary materials. (a)They are to restore commerce with Japan, and to supply Japan from the territories in their possession in the Southwestern Pacific such goods as are vitally needed for Japan’s self-preservation. (b)They are to extend friendly cooperation toward the economic collaboration between Japan and the Netherlands East Indies. Part
