1.Mr. Phelps raised the question of the taking of oaths by witnesses making affidavits. After discussion, it was AGREED that the administering of oaths to witnesses for the purpose of making affidavits should be in accordance with United States army regulations, and could therefore be done by any military officer. Oaths should not be administered by officers engaged upon any phase of the Trial. Colonel Goulsby would be asked to take over this duty, and it was agreed that it was not necessary for him to be present at the reading of the affidavit to the witness.
